CAAC Issues 14th Five-Year Special Plan for Air Logistics Development04/03/2022

Recently, Civil Aviation Administration of China (CAAC) issued 14th Five-Year Special Plan for Air Logistics Development (hereinafter referred to as “the Plan”). This is the first time that China Civil Aviation has developed a special plan for the development of aviation logistics, which provides precise guidance for building a high-quality, efficient, self-reliant and controllable air logistics system.

The Plan defines the overarching guidelines, basic principles, development goals and main tasks for promoting the development of air logistics during the 14th Five-Year Plan period. The Plan has been dynamically linked with the 14th Five-Year Plan for Civil Aviation Development and other related special plans.

The Plan summarizes the achievements in air logistics during the 13th Five-Year Plan period, which is characterized by rapid scale expansion, quality development, good benefits and strong support for economic and social development.

Against the backdrop of COVID-19, the cargo and mail transportation volume and turnover in 2020 reached 6.766 million tons and 24.02 billion ton-kilometers respectively, both the second largest in the world. The average annual growth rates during the 13th Five-Year Plan period were higher than the global average, which stood at 2.2 and 6.5 percentage points respectively.
