According to the deployment of CAAC, from March 31 to April 1, two supervision teams were sent to the northwest region and Xinjiang Province to conduct on-the-spot inspection on the implementation of the comprehensive safety inspection of related entities.

In the northwest region, the supervision team went straight to the front line in the form of “Four Withouts and Two Directs”. The inspection mainly focused on three aspects: first, whether entities within the region have promptly communicated and implemented the instructions of the central leaders, the requirements of the Work Safety Committee of the State Council, and the recent deployment about safety work of CAAC; second, whether the entities have carried out inspections in their respective jurisdictions in accordance with the requirements of the “Inspection in Six Aspects”; third, whether the airlines, air traffic management entities, airports and other key entities have carried out self-inspection in the areas of emergency response, safe operation management, risk classification and control, investigation and management of hidden dangers, personnel qualification management, continuous airworthiness maintenance of the aircraft. The supervision team also inspected the implementation of the comprehensive safety check carried out by CAAC Northwest Regional Administration and Shaanxi Supervision and Management Bureau.

The supervision team went to the Northwest Branch of China Eastern Airlines, the Northwest Branch of China Eastern Airline Technology, Northwest Air Traffic Management Bureau, Joy Air, Xi’an Airport, among other entities. It listened to the report of the Northwest Regional Administration and the Shaanxi Supervision and Management Bureau on recent safety oversight and the comprehensive safety supervision, and put forward requirements for improvement in the next stage. The supervision team also talked with the management of relevant entities and held discussions with the staff working in the frontline.

At the safety supervision kick-off meeting in Xinjiang, the supervision team led the participants to study the instructions and requirements of President Xi Jinping and other central leaders, conveyed the recent deployment of safety work of CAAC, and listened to the report of Xinjiang Regional Administration on the development of aviation and aviation security and the implementation of the comprehensive safety supervision. It also listened to the report on safety self-inspection of major entities within the jurisdiction. After the meeting, the supervision team was divided into eight professional groups. They went to the Urumqi Supervision and Management Bureau, the functional offices Xinjiang Administration, the Xinjiang Branch of China Southern Airlines, Urumqi Airlines, Urumqi Airport, Xinjiang Air Traffic Management Bureau, among other entities. The supervision focused on the communication of the guiding principles of the important instructions given by central leaders, implementation of the deployment of safety work of CAAC as well as the progress of the comprehensive safety inspection.
