For the purposes of thoroughly fulfilling the Central Committee’s inspection and rectification requirements, and applying the decisions and plans of the five key tasks of “High-quality Civil Aviation Development” in all respects, CAAC recently issued the “Action Plan for In-depth Reform in Civil Aviation” (hereinafter referred to as the “Action Plan”). The Action Plan is formulated to identify the guiding principles, overall goals, major tasks and roadmap of the comprehensive reform in civil aviation sector in the next three to five years.

20 major tasks, 47 subgoals and 108 detailed measures were stipulated in the Action Plan to provide guidance for the comprehensive reform in aviation sector, with a focus on central government’s decision for in-depth reform, the aviation sector’s primary responsibilities, core businesses as well as its management innovation.

The Action Plan included five sections: Introduction, General Provisions, Major Tasks, Supporting Measures and Task List. In accordance with the Action Plan, the reform work should follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The Action Plan also proposed to thoroughly understand Xi’s important speeches and instructions on in-depth reform and civil aviation sector development; fully implement central government’s overall plan for deepening reform; ground our efforts in the new development stage; apply the new development philosophy comprehensively, in the right way, and in all fields of endeavor; move faster to create a new pattern of development, and put the focus of work on key areas, so as to deepen the reform of civil aviation sector and address the deep-rooted problems that hamper the development of the sector.

The Action Plan can serve as a stimulus for the civil aviation sector, in the respect of enhancing the strategic positioning of the sector, modernizing the sector’s system and capacity for governance, and promoting its high-quality development.
