Cui Xiaofeng Leads a Delegation to the 58th Conference of Directors General of Civil Aviation, Asia and Pacific Region (58th DGCA Conference)08/11/2023
The 58th Conference of Directors General of Civil Aviation, Asia and Pacific Region (58th DGCA Conference) was held in Dhaka, Bangladesh from October 15-19. Cui Xiaofeng, Deputy Administrator of CAAC, led a Chinese delegation to attend the conference. The theme of the conference was Promoting ICAO Gender Equality Programme in conjunction with Next Generation of Aviation Professionals (NGAP) initiative. It was attended by 323 representatives from 37 civil aviation authorities in the Asia-Pacific region as well as 11 international organizations. The President of the ICAO Council Salvatore Sciacchitano, Secretary General Carlos Salazar, and Regional Director for the Asia and Pacific Office Ma Tao attended the conference.
At the conference, the Chinese delegation extensively introduced the orderly and safe recovery and development of China's civil aviation industry, highlighting the significant achievements in the past decade in promoting the joint building of the Belt and Road Initiative, which received widespread recognition. Focusing on the theme of the conference and the topics of aviation safety, air navigation, aviation security and facilitation, economic development of air transport, and aviation and the environment, the Chinese delegation had in-depth exchanges with all parties, actively shared China's solutions and experiences, and submitted 14 working papers that garnered extensive attention at the conference. Among these papers, several measures and proposals including technological innovations in airport surface communication and airport construction, as well as initiatives such as "connecting branches and establishing a fully connected network," were incorporated into the conference's action items. The Chinese delegation also participated in high-level panel discussions and a symposium between ICAO and the Pacific Small Island Developing States (PSIDS), to share the practices of China's civil aviation industry in implementing the concept of gender equality, promoting high-quality development of the industry, and supporting the safe development of civil aviation in Pacific island countries.
During the meeting, Cui Xiaofeng met with the President of the ICAO Council, the Secretary General, and relevant officials in charge of the Air Navigation Bureau, Air Transport Bureau, Legal Bureau, and the Asia-Pacific Regional Office to exchange views and discuss ways to continue to promote and deepen the all-around cooperation between CAAC and ICAO. Bilateral meetings were also conducted with the United States, France, Singapore, Vietnam, Papua New Guinea and the European Aviation Safety Agency to exchange in an in-depth way views on accelerating the resumption of international flights, improving the communication and cooperation mechanisms, deepening and expanding cooperation projects, as well as issues such as aviation safety, air navigation, airworthiness certification and environmental protection, leading to broad consensus.
