In order to further adapt to the new situations and requirements of domestic (excluding Hong Kong, Macao, and Taiwan regions, the same below) route and flight management, to promote better integration of effective market measures and committed government efforts, and to continuously optimize the allocation of domestic route and flight resources as well as licensing management, CAAC recently issued the newly-revised Evaluation Rules for China Civil Aviation Domestic Routes and Flights (hereinafter referred to as the Evaluation Rules), for implementation starting the summer-autumn season of 2024.
The Evaluation Rules serve as the specific basis for the civil aviation appropriate authorities to approve domestic routes and flights, including the following seven chapters: Main Basis, Basic Principles, Application Conditions, Flight-adding and Temporary Flight Management, Application and Approval Procedures, Licensing Supervision and Other Provisions. The revision mainly involves adjusting the basic principles and conditions for applying for route operating licenses; improving the management of adding of flight frequencies and temporary flights, the supervision and management of route operating licenses, and support policies for special routes such as flights to/from remote areas and through flights; and adjusting approved flight segments, and so on.
