Song Zhiyong: 80 Years of the International Civil Aviation Convention — Looking into the Future, We Need to Jointly Secure New Glories of the Blue Sky19/12/2024
December 7 of 2024 marks the 80th anniversary of the signing of International Civil Aviation Convention and the establishment of the International Civil Aviation Organization (ICAO).
80 years ago, when the smoke of the anti-fascist war came to an end, people began to think about how to build a new international order that maintains world peace and promotes common prosperity. With the vision to "create and preserve friendship and understanding among the nations and peoples of the world", more than 50 countries gathered in Chicago and, after in-depth consultations, jointly signed the International Civil Aviation Convention (also called Chicago Convention) on December 7. As a charter document in the field of international civil aviation, the Convention, together with other international treaties and customary international laws, jointly establishes the pillars of the modern international aviation order and opens a new chapter in global civil aviation governance. Established in accordance with the Convention, the International Civil Aviation Organization is the most important platform for practicing multilateralism in the field of civil aviation. It plays a significant role in coordinating the participation of member states and promoting the realization of the purposes and objectives of the Convention. It effectively facilitates the safety and sustainable development of international civil aviation, making important contributions to the global economic prosperity, social progress and exchanges among civilizations. 
Over the past 80 years, under the guidance of the Convention, ICAO has continuously promoted the standardization of the global civil aviation industry through the development and implementation of international standards and recommended practices (SARPs). As the universal language, more than 10,000 standards have laid a solid institutional foundation for the safe development of the global civil aviation industry and provided a strong institutional guarantee for the dense and smooth international air route network. Thanks to these SARPs, the global civil aviation industry boomed and gradually grew into a huge industry with a scale of nearly trillions of dollars. It promotes the efficient allocation of global resources, drives the integration of developing countries into the world economy, explores the unique value of each country in the global economy, and has become an important booster of economic globalization, building an air bond for mutual cross-cultural learning among civilizations. 
China is one of the contracting members of the Convention and ICAO. Since 1974, when China officially resumed participation in ICAO activities, China has been elected as Part II Council member for 10 consecutive times, and was elected as Part I Council member in 2004. China adheres to the purposes and objectives of the Convention, honors the contracting state obligations, plays the role of a council member, participates extensively in ICAO activities, providing support and assistance for developing countries. China boosts its own civil aviation development whilst actively participating in global governance, is a strong supporter of strategic objectives of ICAO, and is an active participant in the development of ICAO standards and policies. China is an active responder to ICAO's "No Country Left Behind" initiative. China promotes the safety of international civil aviation, making a positive contribution to forging the safe, orderly, efficient and sustainable development of international civil aviation. 
Over the past 80 years, under the strong leadership of the Communist Party of China (CPC), civil aviation industry of China has overcome the hardships and gradually grown into the world's second largest air transport system. As China's overall strength improves, its influence and shaping power on the development of global civil aviation are gradually enhanced. In particular, since the 18th National Congress of CPC, China's capacity to participate in global civil aviation governance has been continuously enhanced. China's voice, wisdom and program have provided an important reference for further improvement in global civil aviation governance. The role of civil aviation industry of China in global civil aviation governance is accelerating the shift from a participant to an important contributor and leader. 
The purpose of reviewing of the history is to create a better future. The world today has undergone tremendous changes, but the guiding principles of the Convention is still vigorous and evergreen. In following the approach of building a community with a shared future for mankind, CAAC will work with ICAO and its counterparts in other countries to carry forward the guiding principles of the Convention, promote the safer and more sustainable development of the global civil aviation industry, and make greater contribution to world economic growth and peoples welfare of all countries.
