CAAC Issues the Measures for the Management of Flights between China's Mainland and Hong Kong and Macao19/12/2024
Recently, CAAC issued the Measures for the Management of Flights between China's Mainland and Hong Kong and Macao (hereinafter referred to as the Measures). The Measures will come into force on January 1, 2025. The Measures aims to support Hong Kong and Macao's further integration into China's overall development; facilitate convenient people mobility, exchanges and cooperation between China's mainland and Hong Kong and Macao; promote a better integration between an effective market and an active government and to regulate the flight and route resource allocation and operational permit management between China's mainland and Hong Kong and Macao; enhance scientific refinement of flight and route management; and build a high-quality and efficient civil aviation service system between China's mainland and Hong Kong and Macao.
The Measures is a set of specific provisions and requirements under which CAAC examines and approves flights and routes between China's mainland and Hong Kong and Macao. The Measures is applicable to the public air carriers in China's mainland and Hong Kong and Macao operating scheduled and non-scheduled transportation of passengers, luggage, goods and mail. The Measures consists of five chapters with 25 articles including general, management of scheduled flights, management of non-scheduled flights, management and oversight, and supplementary provisions. 
Subsequently, CAAC will continue to follow up and learn the operation of civil aviation market for flights operating between China's mainland to Hong Kong and Macao, study the development patterns of air transportation market of Hong Kong and Macao, dynamically optimize management policies as appropriate, and promote the steady and orderly development of the civil aviation market between China's mainland and Hong Kong and Macao.
