On July 22, the National Civil Aviation Mid-Year Work Teleconference was held in Beijing. The conference thoroughly implemented the guiding principles from the 20th National Congress of the Communist Party of China (CPC) and the second and third plenary sessions of the 20th CPC Central Committee, and earnestly carried out the requirements of the Central Economic Work Conference and the "two sessions". Based on the deployment of the National Civil Aviation Work Conference, it summarized the work of the civil aviation sector in the first half of the year, analyzed the current situation, and outlined key tasks for the second half. Song Zhiyong, Administrator of CAAC attended the conference and delivered a report. He emphasized that the entire industry must closely unite around the CPC Central Committee with Comrade Xi Jinping at its core, remain steadfast in confidence, work diligently and pragmatically, and forge ahead with innovation to achieve the annual targets with high quality, ensure the successful conclusion of the 14th Five-Year Plan and lay a solid foundation for a strong start to the 15th Five-Year Plan.

Song Zhiyong pointed out that in the first half of the year, the entire industry thoroughly implemented the decisions and arrangements of the CPC Central Committee and the State Council, adhered to the general principle of pursuing progress while ensuring stability, secured a full and faithful implementation of the new development philosophy, and served the building of a new development pattern. The industry firmly embraced the concept of safe development, actively supported domestic demand expansion and opening-up, effectively responded to external shocks, deepened reforms in key areas, continuously improved operational efficiency, service quality, and business performance, and earnestly carried out education and training to implement the CPC central leadership's eight-point decision on improving work conduct. New achievements were made in the high-quality development of civil aviation, characterized by "overall stability, rapid growth in international flights, strong resilience in cargo operations, and improved efficiency and profitability".
According to statistics, in the first half of the year, the industry completed a total transport turnover of 78.35 billion ton-kilometers, transported 370 million passengers, and handled 4.784 million tons of cargo and mail, representing year-on-year increases of 11.4%, 6%, and 14.6% respectively, setting new records in transport volume. Despite a 5.6% increase in flight operations, the rates of severe incidents and incidents per 10,000 flight hours decreased by 68.4% and 21.2%, respectively, indicating an overall stable safety performance. The number of international passenger routes increased by 123, with international passenger traffic growing by 28.5% year-on-year. Domestic and international cargo and mail volumes rose by 8.9% and 23.4%, respectively, with 16 new international cargo destinations added. Average daily aircraft utilization reached 9 hours, up by 0.2 hours year-on-year, while passenger load factor and cargo load factor stood at 84.2% and 72.6%, increasing by 1.9 and 1.6 percentage points, respectively. The national flight regularity rate reached 91.7%, and the boarding bridge usage rate at major airports (handling over 10 million passengers annually) was 85.5%, up by 5.3 and 1.7 percentage points, respectively, reflecting continued operational efficiency improvements. Traditional general aviation recorded 570,000 flight hours, while the number of drones registered under real-name systems surpassed 2.726 million, accumulating 24.47 million flight hours, a 149% year-on-year increase, demonstrating safe and orderly development in general aviation and the low-altitude economy.
Regarding promoting solid advancement of civil aviation work in the second half of the year, Song Zhiyong laid down nine points: first to uphold the concept of safe development to ensure overall stable safety conditions; second to optimize route networking to actively support domestic demand expansion and opening-up; third to accelerate the building of a unified domestic market in the civil aviation sector and comprehensively address the self-defeating competition in the industry; fourth to diligently conclude the 14th Five-Year Plan and formulate a high-quality 15th Five-Year Plan for civil aviation; fifth to deepen the development of collaborative operation mechanisms to continuously improve flight operation efficiency; sixth to consolidate the foundation for low-altitude safety management and promote the orderly development of general aviation and the low-altitude economy; seventh to continue to deepen reforms in key areas to enhance the internal drivers of industry growth; eighth to integrate efforts in science, education, and talent development to improve the self-reliant and controllable development of the industry; last to take enhancing Party's political building as the overarching principle and resolutely advance the full and rigorous Party self-governance.
