CAAC Formulates Two Regulatory Documents to Further Strengthen and Standardize Oversight of Low-Altitude Tourism Operations22/09/2025
To thoroughly implement the significant decisions and deployments made by the CPC Central Committee and the State Council regarding the development of general aviation and the low-altitude economy, promote the healthy and orderly growth of low-altitude tourism formats such as aerial sightseeing and parachute flight services, and optimize the low-altitude consumption environment, CAAC recently issued the Interim Measures for the Administration of the Aerial Sightseeing Market and the Interim Measures for the Administration of Parachute Flight Services Market.
The Interim Measures for the Administration of the Aerial Sightseeing Market comprises 29 articles that are organized into four chapters: General, Operational Service Requirements, Supervision and Inspection, and Supplementary Provisions. It specifies detailed requirements for enterprise market access, service standards for aerial sightseeing, pricing management, consumer rights protection, and supervision and inspection, aiming to enhance the quality and performance of aerial sightseeing service operations.
The Interim Measures for the Administration of Parachute Flight Services Market consists of 20 articles that are divided into five chapters: General, General Rules, Consumer Rights Protection and Market Order, Supervision and Inspection, and Supplementary Provisions. It provides detailed regulations on the definition and classification of parachute flight services, division of regulatory responsibilities, access requirements, general requirements, safety requirements, contract requirements, consumer rights protection, prohibition of unfair competition practices, and supervision and inspection requirements, establishing a standardized management framework for the parachute flight services market.
The issuance of these two documents represents an important step by CAAC to support the safe and high-quality development of the low-altitude economy. It not only helps improve market order and consumption environment, but also protect consumer rights, maintain market fairness, and provide a solid institutional support for the long-term, sustainable, and healthy development of the low-altitude tourism sector.
