The 42nd Session of the ICAO Assembly Convenes26/09/2025
On September 23 local time, the 42nd Session of the International Civil Aviation Organization (ICAO) Assembly opened in Montreal, Canada. The 11-day event, held under the theme of "Safe Skies, Sustainable Future", brought together over 3,000 delegates from 174 member states and relevant international organizations for discussions. Liang Nan, Deputy Administrator of Civil Aviation Administration of China (CAAC), led the Chinese delegation to the Assembly and delivered a speech.

At the Assembly, Liang stated that over the past three years, the global civil aviation industry has gradually emerged from the shadow of the COVID-19 pandemic, and has embarked on a path of recovery and development. China's civil aviation sector has also made significant progress, marked by new records in transport volume, continuous enhancement of safety capabilities, steady advances in green transformation and accelerated implementation of smart aviation initiatives, making a positive contribution to the growth of global air transport.
Liang noted that in September 2025, Chinese President Xi Jinping proposed the Global Governance Initiative (GGI) at the "Shanghai Cooperation Organization Plus" Meeting, which aligns closely with the mission of ICAO and its Strategic Plan for 2026-2050. As a founding member and Member State of ICAO, China remains committed to promoting the safe, orderly, efficient, environmental friendly, and sustainable development of international civil aviation. China is willing to work with all Member States to pool development resources, tackle challenges, and share the benefits of global governance.
On behalf of China's civil aviation, Liang called for concerted efforts from all States to enhance aviation safety, harness technological innovation, promote green development, and achieve mutual benefits through cooperation. Moving forward, China's civil aviation sector will continue to foster new global opportunities by pursuing its own new development, strengthen multifaceted cooperation with ICAO and its Member States, provide wide-ranging support to developing countries, and build a community with a shared future for humanity in the field of civil aviation.

The ICAO Assembly is held every three years and serves as the most important and influential event in global civil aviation. Prior to the Assembly, Liang met with the President of the ICAO Council, Salvatore Sciacchitano, and ICAO Secretary-General Juan Carlos Salazar in Montreal.
