China Re-elected as Part I Member State of the ICAO Council with High Votes28/09/2025
On September 27 local time, at the 42nd Session of the International Civil Aviation Organization (ICAO) Assembly held in Montreal, Canada, China was re-elected as a Part I Member State of the ICAO Council with high votes. It is the eighth time that China has been elected as a Part I Council member since 2004.
A total of 184 countries participated in the voting. In addition to China, Australia, Brazil, Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States were also elected as Part I Member States. Since resuming its participation in ICAO activities in 1974, China had been elected as a Part II Member State for ten consecutive terms before becoming a Part I Member State for the first time in 2004 and has held the position since then.

In recent years, China's civil aviation industry has achieved significant progresses in multiple areas, including aviation safety, transport scale, infrastructure development, operational efficiency, technological innovation, and green development. The level of safety management in China's civil aviation has continued to improve. In 2024, China scored 90.19 points in the ICAO USOAP-CMA audit, ranking among the top aviation nations. China's air transport scale has remained top two globally for 20 consecutive years. In 2024, China achieved a total transport turnover of 148.52 billion ton-kilometers, passenger traffic of 730 million person-times, and cargo and mail traffic of 8.982 million tons. For many years, China has contributed over 20% to the growth of global air transport. By the end of 2024, the total number of commercial aircraft reached 4,394, commercial airports totaled 263, and registered drones reached 2.177 million. The efficiency of air navigation services has continuously improved, with the flight regularity rate maintaining above 80% for seven consecutive years. Green and low-carbon transformation has been steadily advanced, with pilot applications of sustainable aviation fuels and the construction of low-carbon airports being implemented in an orderly manner. As a founding state and Member State of ICAO, China has always adhered to the purposes and objectives of the Convention on International Civil Aviation, firmly implemented the Global Development Initiative, actively responded to ICAO's "No Country Left Behind" Initiative, and made positive contributions to promoting safe, orderly, efficient, and sustainable development of international civil aviation.
The ICAO Council is a permanent body responsible to the ICAO Assembly, and its three groups of Council States are elected by its members. Part I consists of states of chief importance in air transport; Part II includes states that make the largest contribution to the provision of facilities for international civil air navigation. Part III ensures that all the major geographical areas of the world are represented on the Council.
