The 42nd session of the International Civil Aviation Organization (ICAO) Assembly concluded on October 3 local time at the ICAO Headquarter in Montreal, Canada.
The 11-day session, under the theme of "Safe Skies, Sustainable Future" brought together over 3,000 representatives from 192 Member States and relevant international organizations. Approximately 700 working papers were reviewed. The Assembly adopted work plans on global civil aviation safety, security, air navigation, and sustainable development for the next three years. ICAO Council President Salvatore Sciacchitano and Secretary General Juan Carlos Salazar attended the opening and closing ceremonies and relevant meetings. Mr. Naif Al-Abri from Oman was elected President of this Assembly session.

The Chinese Delegation was led by the Civil Aviation Administration of China (CAAC), with representatives from the Ministry of Foreign Affairs, the Ministry of Finance, the Ministry of Ecology and Environment, and civil aviation authorities of Hong Kong and Macao. CAAC Deputy Administrator Liang Nan served as the head of the delegation and delivered a general statement at the Assembly.
At the Assembly, China was re-elected as a Part I Member State of the ICAO Council by a large majority. The Chinese Delegation submitted 12 working papers and 30 information papers covering a wide range of topics, including aviation safety, aviation security, green development, technological innovation, aviation medicine, and civil aviation rule of law. These documents shared China's practices, solutions, and insights in areas such as green transition of civil aviation, application of AI technology in security screening, monitoring and analysis of global satellite navigation systems, total airport management, air navigation information services, real-time flight data transmission, quality management of sustainable aviation fuels, and whole-cycle cross-sectoral aviation health management. The Delegation also put forward proposals on promoting multilingualism within ICAO and improving the international aviation legal framework. These initiatives and proposals received broad attention and support from Member States and the Assembly. China has been actively promoting the achievement of the UN 2030 Sustainable Development Goals, firmly implementing the Global Development Initiative (GDI), and actively responding to the "No Country Left Behind" Initiative. China advocates for the establishment of a fair, equitable, and cooperative global framework for international aviation to address climate change, which significantly contributed to the landmark success of climate change negotiations at this Assembly. The initiative to jointly build a Green Silk Road in the Sky was successfully incorporated into the Assembly's outcome documents. The Chinese Delegation actively promoted the Global Security Initiative (GSI), emphasizing the importance of pooling development resources, jointly addressing challenges, and sharing development outcomes with all Member States to advance the safe, efficient, and sustainable development of global civil aviation.
During the Assembly, the Chinese Delegation held 65 bilateral meetings with Delegations from relevant countries and international organizations, engaging in in-depth discussions on aviation safety, aviation security, passenger and cargo transport, airworthiness certification, technological innovation, and green development. The Delegation signed a cooperation agreement with ICAO on the translation of international aviation law courses and a memorandum of understanding on technical cooperation with Saudi Arabia.
ICAO is a specialized agency of the United Nations responsible for international civil aviation affairs. It currently has 193 Member States. The ICAO Assembly, which convenes every three years, serves as the Organization's supreme governing body.
