CAAC Holds Briefing on the Criteria for Determining Major Aviation Safety Hazards28/11/2025
On November 11, CAAC held a briefing on the Criteria for Determining Major Aviation Safety Hazards. Representatives from the CAAC's Office of Aviation Safety, Flight Standard Department, Airworthiness Certification Department, Airport Department, Air Traffic Management Office, and Aviation Security Bureau in accordance with their respective responsibilities, provided detailed interpretations of the formulation approach, specific clauses, legal liabilities, and other important content of the Criteria for Determining Major Aviation Safety Hazards (2025 Revision).
In May 2023, following the unified deployment of the State Council's Work Safety Commission for the special campaign on the identification and remediation of major hazards, CAAC identified key factors such as "unsafe human behaviors," "unsafe physical conditions," and "safety management deficiencies," subsequently formulating and issuing a trial version of the criteria for determining major safety hazards. In 2024, CAAC refined these criteria based on industry realities and released the Criteria for Determining Major Aviation Safety Hazards (2024 Revision), further advancing the in-depth and substantive progress of hazard identification efforts. This year, in response to the new circumstances and characteristics facing civil aviation safety, and following extensive solicitation of opinions and suggestions from the industry, CAAC once again revised and issued the Criteria for Determining Major Aviation Safety Hazards (2025 Revision) in September. The updated version introduces new clauses targeting operational areas such as general aviation, aircraft design and manufacturing, bird strike prevention, and aviation security, thereby extending coverage to the industry’s primary production and operational activities. At the same time, clauses were further refined with the addition of examples and annotations, effectively enhancing their guidance and practical applicability.
