CAAC Holds November Plenary (Expanded) Meeting of the Safety Committee28/11/2025
On November 18, CAAC held its November Plenary (Expanded) Meeting of the Safety Committee in Beijing. The meeting focused on thoroughly implementing the principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, analyzing and assessing the current safety operation situation, and arranging year-end safety work. CAAC Administrator Song Zhiyong attended the meeting and delivered a speech. Also present were CAAC Deputy Administrators Han Jun and Liang Nan, along with Hu Zhibin, Deputy Head of the Discipline Inspection and Supervision Team stationed at the Ministry of Transport by the Central Commission for Discipline Inspection and the National Commission of Supervision.
Song Zhiyong required that a clear mind shall be maintained to deeply understand the operational risks associated with complex winter weather, risks of critical aircraft system failures, risks of bird strikes and foreign object debris, general aviation safety operational risks, and imported risks from foreign airlines, and to comprehensively and solidly carry out risk prevention. He emphasized the need to enhance the targeted approach to safety oversight to ensure a safe and stable operational situation during the winter season. First, it is essential to strengthen oversight of production organizations to effectively prevent winter operational risks. Efforts should focus on the detailed implementation of the Overall Plan for Civil Aviation Operations Support in Winter 2025, enhancing safety management during winter operations, urging the implementation of the "Five Early Actions" requirements, attaching great importance to ramp safety management, and placing high emphasis on duty work to ensure personnel are present, vigilant, and competent. Second, oversight of airworthiness maintenance should be enhanced to prevent risks of mechanical failures. Airlines should be urged to diligently manage aircraft condition and carry out maintenance implementation. The three main operational entities should be encouraged to cooperate closely and coordinate efficiently in aircraft de-icing and anti-icing operations, while specialized inspections of winter maintenance should be conducted. Third, the intensity of oversight over general aviation should be maintained to resolutely prevent flight accidents, especially illegal flights. The ongoing specialized campaign to improve general aviation safety should be continuously advanced to lay a solid safety foundation for the healthy development of general aviation. It is crucial to earnestly implement the seven key tasks for strengthening low-altitude general aviation safety management, further strengthening regulatory synergy to ensure the safe, stable, and risk-controllable operation of general aviation. Fourth, oversight of foreign airline operations should be intensified to reduce imported safety risks. Close attention should be paid to the operational safety situation of foreign airlines, with winter operational risk alerts issued proactively. Active efforts should be made to identify issues in operational support for foreign airlines, especially concerning emergency diversions, while strengthening coordination and cooperation to enhance the comprehensive support capabilities for foreign airline flights. At the same time, precise oversight and key reminders should be carried out. He emphasized the importance of attaching great significance to the preparatory work for the upcoming central government's safety production inspection and assessment, strengthening political commitment to ensure successful passage of the inspection and assessment.
