Recently, the Civil Aviation Administration of China (CAAC) issued the Implementation Guidance on Promoting the High-Quality Development of "Artificial Intelligence + Civil Aviation" (hereinafter referred to as the Implementation Guidance), aiming to thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council on developing AI, and to meet the requirements of the Guidance on Implementing the "AI Plus" Initiative and the Guidance on Implementing "AI + Transportation" Initiative released by the State Council, so as to accelerate the extensive and in-depth integration of AI in civil aviation, and promote its high-quality development.
The Implementation Guidance outlines the overall requirements for the high-quality development of "AI + Civil Aviation", as well as the general principles of "driving progress through innovation within a secure framework, aligning actions with needs, enabling transformation via concrete scenarios, building a robust foundation for focused breakthroughs, and ensuring synergy through systematic planning" that need to be followed, with the aim of deeply advancing the industry development empowered by AI innovation. The Implementation Guidance outlines the objective to achieve integration of AI across core civil aviation domains, including safety, operation, passenger services, logistics, regulatory oversight, and planning and construction by 2027, and the extensive and in-depth integration of AI across all aspects of civil aviation by 2030, supported by progressively enhanced AI governance and safety assurance systems, thus establishing AI as the powerful engine propelling the industry's high-quality development.
