On January 7, the National Civil Aviation Safety Work Conference 2026 was held in Beijing. Song Zhiyong, Administrator of Civil Aviation Administration of China (CAAC), delivered a special speech. CAAC Deputy Administrators Hu Zhenjiang, Han Jun, Ma Bing, and Liang Nan, along with relevant officials from the Discipline Inspection and Supervision Team stationed at the Ministry of Transport by the Central Commission for Discipline Inspection and the National Commission of Supervision, attended the Conference. Hu Zhenjiang addressed the conference with a work report on aviation safety titled "Continuously Strengthening the Concept of Safe Development, Enhancing the Capabilities of Key Teams, and Persistently Building a Higher Level of Aviation Safety". Ma Bing delivered the closing remarks. The Conference lasted for one and a half days.

The aviation safety work report noted that in 2025, the entire industry thoroughly studied and implemented President Xi Jinping's important expositions on production safety and his significant instructions on civil aviation safety. The industry resolutely implemented the decisions and deployments of the Central Committee, consistently adhered to the principles of maintaining stability while making progress and prioritizing safety, and achieved stable and controllable safety performance. It maintained rigorous production organization, actively and steadily responded to complex environmental challenges, continuously enhanced safety support capabilities, strengthened the foundation for safe operations, reinforced risk control, effectively addressed various safety hazards, improved regulatory capabilities, and promoted the industry's in-depth fulfillment of safety responsibilities. Despite reaching a record high in transportation volume, the industry achieved safe and stable operations and successfully completed major support tasks. The industry completed 14.551 million flight hours, 5.547 million flight movements, and transported 770 million passengers, representing a year-on-year increase of 5.3%, 3.1%, and 5.5% respectively. No transport aviation accidents occurred in the industry, and no liability-related aviation security accidents have occurred for 23 consecutive years.
The Conference emphasized that in 2026, the entire industry must align its thinking and actions with the Central Committee's major assessments of the situation and its decisions and deployments. It must accurately analyze and deeply understand the evolving domestic and international security landscape, maintaining a clear-headed awareness of the security situation. The industry must clearly recognize the domestic civil aviation security situation, accurately assess safety risks, and consistently maintain a strong sense of vigilance and a sense of responsibility. It must enhance sensitivity to the international civil aviation security situation, deeply learn from lessons of accidents, and take comprehensive measures to prevent common risks. The industry must comprehensively evaluate various factors affecting aviation safety, prevent the transmission, spillover, and amplification of risks in related fields, and enhance the initiative in safety work.
During the Conference, the participants engaged in lively discussions on the main safety tasks for civil aviation in 2026 and offered opinions and recommendations.
