In a continued effort to optimize the business environment, enhance government services for the air transport of dangerous goods, promote high-quality development in air transport services, and effectively reduce costs and brings convenience to businesses and the public, Civil Aviation Administration of China (CAAC) officially launched electronic permits for dangerous goods air transport in early January. This marks a step forward in the gradual transition of permit approval services in the transport sector into a digital era.
The electronic permits for dangerous goods air transport are issued online by CAAC regional administrations through the Civil Aviation Administrative Approval Service Platform, in accordance with the requirements of the Procedures for the Management of Dangerous Goods Air Transport Permits for Public Air Transport Carriers. Featuring a standardized format, these electronic permits enhance the standardization, regulation, and convenience of license management services. They hold the same legal validity as paper permits, comply with national standards for electronic certificates and licenses, and meet the technical requirements for nationwide mutual recognition and trust.
Airlines can access these electronic permits through two online methods: first, by logging into the Civil Aviation Administrative Approval Service Platform (https://zwfw.caac.gov.cn) or the Civil Aviation Administrative Approval Service APP and navigating to the "My Permits" menu for inquiries; or second, by logging into the Dangerous Goods System and accessing the "Dangerous Goods Transport Permit" function page within the "Permit and Filing Information Inquiry" section to view the valid information of electronic permits. Additionally, verification of electronic permits can be conducted by scanning the QR code on the permit using the Civil Aviation Administrative Approval Service APP, WeChat, or Alipay, or by entering information or uploading OFD files under the "Permit Verification" menu of the Civil Aviation Administrative Approval Service Platform.
Statistics show that since the approval of air operator' qualifications for transporting dangerous goods was made available on the Civil Aviation Administrative Approval Service Platform in 2020, CAAC regional administrations have cumulatively processed 428 applications online, including 86 handled in 2025. With the launching of electronic permits for dangerous goods air transport, materials required and processing time for the administrative approval process for transporting dangerous goods will be further reduced while improving efficiency.
