2026 National Civil Aviation Air Traffic Management Work Conference and Safety Work Conference Held in Beijing05/02/2026
On January 28, 2026, the National Civil Aviation Air Traffic Management Work Conference and Safety Work Conference was held in Beijing. During the conference, the work of the air traffic management system in 2025 and efforts made during the 14th Five-Year Plan period for civil aviation were reviewed. The conference analyzed the current situation, outlined the direction for the 15th Five-Year Plan period, and clarified work arrangements for 2026. Song Zhiyong, Administrator of Civil Aviation Administration of China (CAAC), attended the conference and delivered a speech. Ma Bing, Deputy Administrator of CAAC was also present.
Song Zhiyong noted that in 2025, China's civil aviation air traffic management system maintained a steady and positive trend in operational safety, significantly improved operational quality, advanced reform and innovation, and successfully concluded the 14th Five-Year Plan. In 2026, the civil aviation air traffic management system will thoroughly implement the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee, and implement the arrangements of the National Civil Aviation Work Conference. It is important to focus on the overarching goal of "creating a world-class air traffic management system and providing strong strategic support for the civil aviation chapter in building a strong transportation nation", prioritize safety, and demonstrate new responsibility in ensuring "absolute safety in operations and people's lives". Efforts will be made in improving quality and efficiency, to showcase new achievements in serving national strategies and industry development, and measures will be taken to deepen reform and innovation, for new breakthroughs in governance efficiency.
In 2025, the civil aviation air traffic management system ensured a total of 6.474 million flights, with a daily average of 17,737 flights, a year-on-year increase of 4.7%, reaching a record high. The flight regularity rate was 91.09%, an increase of 3.99 percentage points year on year, reflecting improvements in both quantity and quality. The system also maintained a safety record of "zero accidents and zero incidents".
