On January 29, 2026, Administrator of Civil Aviation Administration of China Song Zhiyong met with Xu Kunlin, Secretary of the Liaoning Provincial Party Committee, and Wang Xinwei, Governor of Liaoning Province, in Shenyang.
Song Zhiyong expressed his gratitude to the Liaoning Provincial Party Committee and Government for their high regard and strong support for the civil aviation industry. He noted that Liaoning is located in the core area of the Northeast Asia economic circle, with strong market influence over wider areas, and active international exchanges. The province enjoys a robust demand for air travel, with passenger throughput continuing to rise and its hub function becoming increasingly prominent, offering great potential for better integration into and promotion of the new development landscape. Additionally, Liaoning displays a solid foundation in the aviation industry, giving it unique advantages for developing the low-altitude economy. CAAC will thoroughly study and implement the important instructions and directives of President Xi Jinping regarding the all-around revitalization of the Northeast region and Liaoning province. Focusing on serving the country's major strategies, the Administration will further strengthen communication and coordination with Liaoning. Measures will be introduced to fully support the construction of hub airports, optimize slot allocation, and expand international air route network. Efforts will be made to promote Shenyang's reform and exploration in the low-altitude economy, expand application scenarios, and contribute to the high-quality development of Liaoning's general aviation and airport economy, thereby advancing the all-around revitalization of Liaoning through the development of civil aviation.
Xu Kunlin and Wang Xinwei, on behalf of the Liaoning Provincial Party Committee and the provincial government, expressed their gratitude to CAAC for its long-term support and assistance to Liaoning's economic and social development, particularly in the aviation sector. Xu Kunlin stated that Liaoning is now following the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee and the Central Economic Work Conference, implementing the important instructions and directives of President Xi Jinping regarding Liaoning's development. By strengthening foundations and making all-out efforts, Liaoning is striving to achieve new breakthroughs in the all-around revitalization of Northeast China in the new era, working diligently to write a Liaoning chapter in the Chinese modernization. Liaoning will consolidate and expand its strengths, address weaknesses and gaps, and make every effort to build a strong transportation province. Major projects such as airport construction will be accelerated, the modern comprehensive transportation system will be improved, the hub function in the open cooperation will be enhanced, and new foreign trade models like cross-border e-commerce will be developed. Liaoning will actively cultivate the low-altitude economy, and strengthen the civil aviation industry to better serve the national development strategies. Liaoning hopes CAAC will continue to support Liaoning by increasing assistance in areas such as airport projects and programmes for enhancing hub airport functions. Assistance is also called on for the development of the international comprehensive transportation hubs in Shenyang and Dalian, and more guidance on low-altitude airspace reform, service system development, and capacity building, so as to jointly promote the safe and orderly development of the low-altitude economy. Liaoning will further deepen its cooperation with CAAC, implement all actions, continuously optimize the business environment, and provide full-chain and all-around service support, thus contributing greater efforts to the comprehensive competitiveness of civil aviation and the building of a strong transportation nation.
