On January 30, 2026, Civil Aviation Administration of China (CAAC) held a video meeting on the deployment of support for the 2026 civil aviation Spring Festival travel rush. Following President Xi Jinping's important instructions and directives on Spring Festival travel rush operation and safety production, related work was fully deployed. Ma Bing, Deputy Administrator of CAAC, attended the meeting and delivered a speech.
At the meeting, it was pointed out that it is important to enhance political stance, and implement the decisions and deployments of the Party Central Committee and the State Council. All departments and units should understand the importance of smooth operations during the Spring Festival travel rush, and improve measures and processes based on the safety situation of the industry and the characteristics of the air transportation market.
It was emphasized that all departments and units need to take up full responsibilities and make every effort to ensure smooth operations during the Spring Festival travel rush. Measures should be taken to implement the safety requirements for year-end, beginning of year, and winter operations, focus on key links while strengthening hazard identification, rectification, supervision and inspection, so as to secure aviation safety. Efforts should be made to provide Spring Festival themed services, strengthen protection of passengers of key groups, handle irregular flights, standardize market prices, and optimize passenger travel experience. It is also important to strengthen market dynamic monitoring, optimize flight arrangements. Sufficient and competent duty staffing shall be ensured to handle emergencies, and special attention is needed in providing care for frontline staff.
During the meeting, a report was made on the national weather situation during the Spring Festival travel rush, and five units introduced their preparations for smooth operations in this time window. Responsible officials from relevant departments and affiliated units of CAAC, CAAC regional administrations and supervision and management bureaus, as well as relevant operational support units attended the meeting.
