On February 11, the teleconference on promotion and implementation of the Civil Aviation Law was held in Beijing. Song Zhiyong, Administrator of Civil Aviation Administration of China (CAAC), attended the meeting and delivered a speech. Yang Heqing, Director General of the Economic Law Department of the Legislative Affairs Commission of the National People's Congress, explained the process, significance, and main content of the revised Civil Aviation Law. CAAC Deputy Administrators Hu Zhenjiang, Han Jun, and Liang Nan, also attended the meeting.
Song Zhiyong pointed out that it is essential to fully recognize the significant importance of revising the Civil Aviation Law. Keeping the Civil Aviation Law updated and improving it in line with the times is a crucial measure to implement the important instructions and directives of President Xi Jinping, as well as the decisions and plans of the Party Central Committee. It is an imperative requirement to implement the holistic national security outlook and also the inevitable path to promoting high-quality development of the industry.
Song Zhiyong emphasized the need to accurately grasp the key provisions of the newly revised Civil Aviation Law. The updated law upholds the Party's comprehensive leadership over the civil aviation industry, prioritizes safety, and adheres to a people-centered approach. It further expands the dimensions of aviation safety management, fosters drivers for high-quality industry development, demonstrates the essence of "aviation for the people", and enhances regulatory measures in accordance with the law.
Song Zhiyong emphasized the need to fulfil all tasks related to the promotion and implementation of the Civil Aviation Law. Efforts should be made to strengthen organization and leadership, and conduct extensive activities for its promotion and implementation. Public legal education should be promoted to enhance public understanding and support. The supporting systems should be improved, and the regulatory framework should be updated. Comprehensive measures should be taken to enforce the law and ensure its proper implementation.
