On March 17, the Civil Aviation Administration of China (CAAC) held the extended March plenary meeting of the Safety Committee to further convey and study the guiding principles of the "Two Sessions" and thoroughly implement the recent important instructions and remarks made by central leadership on national workplace safety and civil aviation safety. During the meeting, the current safety situation was analyzed and clear requirements were put forward for the next phase of safety work. CAAC Administrator Song Zhiyong, along with Deputy Administrators Hu Zhenjiang, Ma Bing, and Liang Nan, attended the meeting, which was chaired by Hu Zhenjiang.
At the meeting, it was emphasized that the civil aviation industry should align its thoughts and actions with the decisions and deployments of the Party Central Committee and the State Council. It is essential to establish a safe development philosophy for a sound balance between development and safety, prioritize safety, and continuously prevent and mitigate risks in key areas. Efforts should focus on improving safety control levels and governance capabilities, strengthening civil aviation flight safety, and improve party governance by concrete actions and results to prevent risks, ensure safety, and promote development.
During the meeting, support for the upcoming seasonal changeover was noted. With the increasingly complex weather patterns and significant climatic differences between the north and south, the entire industry must remain vigilant. It is necessary to timely assess and accurately grasp the characteristics of risks, further enhance targeted safety measures, and ensure a stable safety operation during the seasonal changeover.
Since the beginning of this year, the civil aviation industry has maintained a steady safety performance. From January to February, the industry completed a total of 2.513 million flight hours and 932,000 movements, representing a year-on-year increase of 3.3% and 1.4% respectively. No serious incidents or above occurred in the field of transport aviation, and no accidents were reported in general aviation, marking a good start to the year.
