Recently, CAAC issued the Measures to Strengthen the Capacity of Air Transport Support for Persons with Disabilities (hereinafter referred to as the Measures). The document aims to effectively safeguard the equal rights of persons with disabilities to participate in social life and upgrade air travel services for them.
The CPC Central Committee and the State Council attach great importance to the protection of the rights and interests of persons with disabilities. The Law of the People's Republic of China on the Protection of Persons with Disabilities and the Law of the People's Republic of China on Barrier-Free Environment Construction set clear requirements for guaranteeing persons with disabilities' equal access to social life. As a key component of China's modern comprehensive transportation system, the civil aviation sector rolled out the Measures to boost service support for disabled air travelers. This constitutes a concrete move to thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It also represents an inevitable requirement for adhering to the people-centered development philosophy, practicing the industry tenet of "Civil Aviation Serves the People", and serving the overall national social and economic development.
The Measures cover five core dimensions: guiding ideology, basic principles, work objectives, key tasks, and supporting measures. It upholds four fundamental principles: prioritizing safety, putting people first, pursuing convenience and efficiency, and advancing coordinated multi-stakeholder collaboration. The document sets out the aim to systematically and comprehensively lift the standard of air transport services for persons with disabilities. It will foster a modern service system for disabled air passengers featuring complete facilities, unimpeded information flows, standardized procedures, professional services and effective oversight, so as to remarkably boost the convenience and comfort of air travel for persons with disabilities.
