The Plan notes that the 15th Five-Year Plan Period is a critical juncture for laying a solid foundation and making all-out efforts to basically realize socialist modernization, and a crucial five-year period for writing a new chapter of civil aviation's contribution to building China's strength in transportation. CAAC will continue to implements the decisions and arrangements of the CPC Central Committee and the State Council to continuously promote the high-quality development of the civil aviation industry.

The Plan emphasizes that during the 15th Five-Year Plan Period, the civil aviation sector will remain guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implement the guiding principles of the 20th National Congress of the CPC and Plenary Sessions of the 20th Central Committee, and follow the arrangements of the Fourth Plenary Session of the 20th CPC Central Committee. It will fully, accurately, and comprehensively implement the new development philosophy, serve the establishment of the new development paradigm, and coordinate both domestic and international imperatives. Focusing on improving the modern comprehensive transportation system, and pursuing the strategic goal of developing a world-class civil aviation sector, the industry will uphold the general principle of pursuing progress while ensuring stability, prioritize high-quality development, and advance intellectual, green and integrated development. It will take safe development as its bottom line, quality and efficiency improvement as its main focus, and reform and innovation as its fundamental driving force. The sector will integrally advance infrastructure capacity expansion and efficiency enhancement along with service quality upgrading; promote the construction of a unified domestic market and high-level international opening-up; and foster independent civil aviation innovation and industrial integration. These efforts will ensure effective improvements in the quality of civil aviation development and reasonable growth in scale, while making decisive progress in building a modern civil aviation system that is safe, convenient, efficient, green and economical.

The Plan clarifies that by 2030, the industry's safety level, service capacity, and infrastructure will take the lead in reaching world-class standards. Significant breakthroughs will also be made in technological innovation, green and low-carbon development, and governance capabilities, providing even stronger support for serving major national strategies. The sector will promote regional economic and social development, and meet the people's aspiration for a better aviation travel experience.

According to the Plan, during the 15th Five-Year Plan Period, the civil aviation industry will focus on the aforementioned goals, and fully advance the development of six major systems. First, build a robust and reliable aviation safety assurance system with all-out efforts. The industry will firmly foster the concept of safe development, prevent and resolve major safety risks, curb serious and catastrophic safety accidents, enhance safety regulatory effectiveness and safety assurance capabilities, and ensure absolute safety of aviation operations and passengers’ lives. Second, develop a high-quality and efficient aviation transport service system. Guided by the vision of serving the general public and expanding global connectivity, the industry will promote a more accessible, smooth, resilient, diverse, convenient, efficient, and inclusive air transport network so as to build a vibrant, high-quality, and efficient service system that strongly supports and serves the expansion of domestic demand and high-level opening-up. Third, establish a coordinated and integrated infrastructure system. Based on moderate advancement, the industry will make infrastructure smarter, greener and more integrated, give equal emphasis on revitalizing existing infrastructure and optimizing new capacity. It will accelerate infrastructure renewal and digital transformation, enhance the sustainability of safe operations, and take the lead in building world-class facilities. Fourth, construct an independent and controllable innovation support system. Following a demand-driven and problem-oriented approach, the sector will promote the safe development of low-altitude civil aviation, accelerate digital transformation and technological self-reliance in civil aviation, and advance the coordinated development of education, science and technology, and talent cultivation. These efforts will foster new quality productive forces in the civil aviation sector. Fifth, build a sustainable green development system. Led by carbon peaking and carbon neutrality, the industry will coordinate the safe and orderly transition of fossil fuels with the construction of the aviation carbon market. It will strengthen technological innovation alongside industrial synergy, improve the green governance framework, and advance coordinated efforts to reduce carbon emissions, control pollution, expand green development and promote growth. These initiatives will accelerate the green and low-carbon transformation of civil aviation. Sixth, build a well-regulated and orderly civil aviation governance system. The industry will stick to the combination of an efficient market and a capable government, drive progress through further comprehensive reforms, continue expanding opening-up and cooperation, and enhance civil aviation’s soft power and global influence so as to ensure steady and sustainable progress in the high-quality development of civil aviation.
