Policy Package to Advance Development of International Aviation Hubs Issued18/08/2026
Civil Aviation Administration of China (CAAC), together with the National Development and Reform Commission (NDRC) and the Ministry of Transport, has officially released the Implementation Plan for the Development of International Aviation Hubs, the Procedures for the Selection of Designated Operators for International Aviation Hubs and the Procedures for Evaluating International Aviation Hubs and Their Operators (hereinafter collectively referred to as the "One Plan and Two Procedures"). This policy package is a key initiative to implement the strategic decisions of the CPC Central Committee and the State Council on optimizing regional opening-up and advancing high-standard opening-up. It is designed to refine the strategic division of roles among international aviation hubs, systematically advance the development of a structured international aviation hub system, and promote the high-quality development of the civil aviation sector. These efforts are expected to accelerate the enhancement of comprehensive support capabilities, service standards, and global competitiveness of China's international aviation hubs.
In 2024, the CAAC and the NDRC jointly issued the Guiding Opinions on Promoting the Development of International Aviation Hubs, calling for accelerated efforts to build a structured international aviation hub system. The newly released "One Plan and Two Procedures" roll out detailed action items covering hub positioning, infrastructure planning, collaborative operations, transport services, and performance assessment. These documents aim to strengthen strategic coordination mechanisms between aviation hubs and their operators, introduce hub-oriented aviation resource allocation, and drive continuous improvement in planning, operational synergy, service quality, and evaluation mechanisms. The ultimate goal is to build a structured international aviation hub system featuring clear positioning, distinctive strengths, and strong competitiveness, thereby better serving the implementation of major national strategies and meeting the public's growing demand for high-quality air travel.
The CAAC will next continue to thoroughly implement the strategic decisions and arrangements of the CPC Central Committee, foster synergy among all relevant parties, and expedite the implementation of the tasks and policy initiatives outlined in the "One Plan and Two Procedures".
