To thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council on advancing the reform of market-based allocation of data factors, deepening the development and utilization of data resources, and improving the foundational systems for data factors, the Civil Aviation Administration of China (CAAC) and the National Data Administration recently jointly issued the Implementation Plan for Building the Civil Aviation Data Governance System (hereinafter referred to as the Implementation Plan).
The Implementation Plan specifies that by 2027, the foundational systems for civil aviation data will be progressively refined, while the civil aviation sector will significantly enhance its data governance capacity, largely open and share public data in key areas such as operations, travel, logistics and regulation, launch pilot schemes for the market-based circulation of data factors, and develop a number of high-value data application demonstrations and high-quality data products. By 2030, the foundational data systems for civil aviation will become more complete; public data across the sector will be fully opened and shared, and operated under authorization; the supply and utilization of data resources will gain markedly in efficiency; a data factor market will largely take shape; and the multiplier effect of data factors will come into full play.
