Seminar on Operations Control Policies and Standards for Transport Airlines Held in Beijing15/10/2026

On October 9, the Seminar on Operations Control Policies and Standards for Transport Airlines was held in Beijing. Closely aligning with the work arrangements of CAAC on building a smart civil aviation industry and ensuring self-reliance in and controllability of key technologies, the Seminar focused on improving airlines' operations control capabilities, conducted in-depth discussions on the formulation of operations control policies and standards and their industry application, and served to promote the implementation and promotion of domestically developed technologies and equipment in aviation operations control scenarios. Hu Zhenjiang, Deputy Administrator of CAAC, attended the seminar and delivered a speech.

The Seminar stressed that operations control is the central nerve of airlines' safe operations and plays an irreplaceable and critical role in ensuring flight operation safety and regularity. With the sustained high-quality development of China's civil aviation industry, society and the industry as a whole have put forward higher requirements for aviation safety and flight regularity, presenting brand-new challenges to airlines' operations control risk management capabilities.

In response to the need to continuously deepen the building of the operations control system and comprehensively strengthen risk management capabilities, the Seminar put forward work requirements in three aspects. First, consolidate the foundation of the operations control talent team by continuously strengthening personnel qualification and competency management, reinforcing personnel work-style development, and building a solid underlying foundation for operations control work. Second, promote the self-reliance in and controllability of key technologies by building a domestically developed operations control system, promoting the practical application of products such as domestically developed international aeronautical charts and navigation databases, and firmly grasping the initiative in ensuring flight operation safety and regularity. Third, deepen collaborative and innovative development across the industry by promoting information interconnection and sharing, building a nationwide integrated network for operations control, and pooling the strength of the whole industry for development.

At the Seminar, the Flight Standards Department of CAAC delivered a special presentation on the core responsibilities of airlines for safe operations and the identification and handling of operational risks. Management and technical experts from a number of organizations, including Air China, China Southern Airlines, China Eastern Airlines, Spring Airlines, the China Academy of Civil Aviation Science and Technology, China Aviation Navigation Data, the Aeronautical Information Service Center, ATMB information Center, and the Civil Aviation Flight University of China, delivered keynote reports on a range of topics, including the building of the operations control policy and standards system, practices in building domestically developed operations control systems, the active-standby architecture for flight planning systems, the development of EFB based on HarmonyOS, cockpit–cabin coordination applications, the promotion and use of domestically developed international aeronautical charts, the certification of Type 1 navigation databases, GNSS interference emergency response, and the application of artificial intelligence in operations control scenarios. The participating representatives conducted full exchanges and discussions on the hot and difficult issues facing the industry.
