On October 15, the meeting to summarize civil aviation operations support during the thunderstorm season and outline winter operations support was held in Beijing. More than 10 units, including the CAAC Air Traffic Management Bureau, the Operations Monitoring Center of CAAC, and the CAAC North China Regional Administration, shared their insights on thunderstorm-season and winter operations support.
The meeting highlighted that during the 2026 thunderstorm season, the entire industry has deeply studied and understood the important instructions and remarks made by General Secretary Xi Jinping, resolutely implemented the guiding principles of the 20th National Congress of the Communist Party of China and the plenary sessions of its 20th Central Committee, and earnestly carried out the arrangements of the CAAC Party Group. Adhering strictly to the principle of safety first, the industry has continuously strengthened production organization and collaborative coordination. Despite a complex situation featuring frequent extreme weather and continuous emergencies at home and abroad, the industry has effectively ensured safe, stable and efficient civil aviation operations. Moving forward, it is essential to systematically plan and deploy winter operations support, pay greater attention to taking the initiative, to cross-unit and cross-department communication and coordination, and to the connection between the various links of the support chain, strive to improve the efficiency of support resource utilization in an unfavorable environment, and maximize the overall resilience and potential of industry operations.
Regarding winter operations support, the meeting required efforts to unswervingly adhere to safety first, concentrate on the two typical scenarios of de-icing and snow removal and low visibility, improve the three key links of capability assessment, plan adjustment and flow management, and effectively respond to risk hazards in four aspects: extreme cold wave weather, apron safety, small and medium-sized airport operations, and passenger service assurance. All regional administrations and supervision bureaus should urge and guide relevant units and related collaborative operation mechanisms under their jurisdiction to strengthen duty arrangements, fully grasp the operation situation in their jurisdiction, and promptly report any abnormal situations. The Air Traffic Management Bureau should organize and guide all units of the air traffic management system to ensure effective winter operations support. The Operations Monitoring Center should continue to play its role as the operation command center and coordinate the scheduling of civil aviation operations nationwide.
The meeting introduced the key contents of the National Civil Aviation Winter Operations Support Work Manual, which is about to be issued for trial implementation. Compiled and printed by CAAC for the first time, the manual codifies mature methods and processes into institutional norms and converts practical experience accumulated over the years into unified standards for the whole industry to follow, further improving the standardization and effectiveness of winter operations support.
