On October 15, Civil Aviation Administration of China (CAAC) held its October plenary (expanded) meeting of the Safety Committee to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council and set out requirements for recent safety work. Song Zhiyong, Administrator of CAAC, and Deputy Administrators Hu Zhenjiang, Han Jun, Ma Bing and Liang Nan attended the meeting.
The meeting stressed that the civil aviation sector must thoroughly study and implement the important instructions given by General Secretary Xi Jinping on advancing the Peaceful China Initiative to a higher level, firmly implement the holistic approach to national security, raise political awareness and strengthen awareness of the bigger picture. It called for continuous improvement in aviation safety management and control, efforts to establish a new framework for the safe development of civil aviation, and strong support for advancing the Peaceful China Initiative to a higher level. In close alignment with the realities of the industry, the sector must continue to implement the guiding principles of the meeting on building a Peaceful China and the national video conference on work safety. It should focus on key areas and weak links, carry out safety rectification on a regular basis, address shortcomings, and improve the effectiveness of identifying and rectifying risks and hazards.
The meeting emphasized the need to accurately assess seasonal operating characteristics and take solid measures to prevent risks associated with seasonal transitions. It called for a full understanding of the serious challenges to civil aviation safety arising from changes in the winter operating environment and conditions, greater vigilance and initiative in safety work, stronger planning and organization for winter operations, and measures to ensure that personnel are fit for duty and equipment is in proper condition. Supervision and inspections for the seasonal transition should be strengthened, and all necessary preparations should be made. Efforts to prevent key risks should also be reinforced, with risk control measures made more targeted. Work to prevent bird strikes must continue, with primary responsibility for bird-strike prevention strictly fulfilled, supervision and inspections strengthened, and measures for the comprehensive prevention and control of bird strikes improved. Apron operations management must be strengthened, with uniform requirements for apron management, work procedures and operating standards strictly enforced, thereby enhancing the depth and rigor of safety oversight. A steady focus on safety work must be maintained, and the safety foundations relating to personnel, aircraft and other key factors further strengthened. Management of flight crews should be improved, and the recently issued safety notice on landing operations in rain must be strictly implemented. Political guidance should be strengthened, ideological work carried out effectively, and strict management combined with genuine care for flight crews. Aircraft airworthiness management should also be strengthened. Greater attention should be given to maintenance management and preventive maintenance, maintenance organizations should be held accountable for fulfilling their primary responsibilities, and safety management and control at maintenance sites should be rigorously implemented.
Since September, CAAC has conscientiously implemented the decisions and arrangements of the CPC Central Committee and the State Council. In particular, it has made every effort to ensure civil aviation transport operations during the Mid-Autumn Festival and National Day holiday and to implement all necessary safety precautions. Overall, the safety situation has remained stable. From January to September this year, China's civil aviation sector recorded total transport turnover of 129.83 billion tonne-kilometers and passenger traffic of 590 million, up 6.4% and 2.0% year on year, respectively.
