From October 20 to 21, Song Zhiyong, Administrator of Civil Aviation Administration of China (CAAC), led a team to Shanghai for a fact-finding tour. The team solicited opinions and suggestions on thoroughly implementing the important instructions and directives of General Secretary Xi Jinping on civil aviation work, delivering the 15th Five-Year Plan for Civil Aviation Development, and promoting high-quality civil aviation development in East China. Han Jun, Deputy Administrator of CAAC, joined the tour.

Song Zhiyong visited the CAAC East China Regional Administration, hangars and headquarters of China Eastern Airlines Group, Lingang Base of AECC Commercial Aircraft Engine Co., Ltd., Pudong Zhuqiao Base of Commercial Aircraft Corporation of China, Ltd. (COMAC), and the construction site of the Fourth-Phase Expansion Project of Shanghai Pudong International Airport. He learned about the work of these institutions in safe operation, transport production, scientific research and innovation, workforce development, Party building and other areas, and held discussions with the East China Regional Administration of CAAC, China Eastern Airlines Group, COMAC, AECC Commercial Aircraft Engine Co., Ltd., CAAC Shanghai Aircraft Airworthiness Certification Center and other entities.

Song Zhiyong stressed that it is imperative to fully act on General Secretary Xi Jinping's important instructions and directives on civil aviation safety, firmly uphold the Concept of Safe Development, unswervingly adhere to the principle of "safety first", consolidate work safety responsibilities across the whole chain, improve the quality and effectiveness of risk screening and hazard rectification, enhance safety supervision capacity, strengthen penetrating oversight, continuously consolidate the foundation of personnel competency and maintenance support for safe operations, and guarantee the absolute safety in aviation operations and absolute safety of the people's. The Party Central Committee has tasked Shanghai with the important mission of accelerating the development into international economic, financial, trade, shipping, and science and technology innovation centers. As a strategically important national industry, civil aviation should take more proactive steps to serve major national strategies including the integrated development of the Yangtze River Delta, vigorously push forward Shanghai's international aviation hub development, leverage industry strengths to support high-quality development of the aviation manufacturing sector, and pursue the sound and orderly development of low-altitude economy based on local conditions while ensuring safety. He called for earnest study and implementation of thought on Party building by General Secretary Xi Jinping, compliance with the general requirements for Party building in the new era, sustained efforts to enforce full and strict governance over the Party, taking the Party's political building as the overarching guide for all Party-building work, comprehensively elevating the quality of Party building, and enabling high-quality Party building to underpin and guide high-quality civil aviation development.
