CAAC Issues the Guiding Opinion on Comprehensively Deepening the Reform of Flight Training in Commercial Airlines23/07/2019

CAAC has recently issued the Guiding Opinion on Comprehensively Deepening the Reform of Flight Training in Commercial Airlines (hereinafter referred to as the Guiding Opinion). According to the Guiding Opinion, a Chinese-featured flight training system for a new era that is well-supported, synergized, efficient, open and creative will be fully established by the year 2030. By then, the capabilities of flight training research, implementation, innovation and sustainable development and international influence will be at the forefront of the world.

The Guiding Opinion includes 11 articles in four parts, which clarifies the overall goal and strategic steps of building Chinese-featured flight training system for a new era. According to the strategic goal, by the year 2025, a skill lifecycle management system for commercial airlines' pilots will be basically established, and by 2030, the establishment of the system will be fully completed.

The Guiding Opinion clarifies that the four major missions and measures of building Chinese-featured flight training system are: adjusting the concept of flight training, and realizing the skill lifecycle management for pilots; consolidating results of working style building and exploring the building of a quantitative management system for flying style; enriching the personnel qualification guarantee system, and setting up a retrospective mechanism of accountability throughout the whole chain; improving the capacity of management and control of training order, and optimizing and innovating the distribution of training elements.
