Main Responsibilities

    I. Propose industrial development strategies, mid to long-term civil aviation plans, and special plans concerning the comprehensive transport system; develop plans and annual programs as required, direct their implementation accordingly, and conduct supervision and inspection. Develop the drafts of civil aviation-related laws, regulations and rules, as well as policies and standards; advance the institutional reform of the civil aviation industry.

    IV. Assume the supervisory responsibility of civil aviation security. Oversee and manage civil aviation security; deal with aircraft hijacking, bombing, and other acts of unlawful interference; conduct civil aviation security inspection, and oversee and manage airport security, firefighting and rescue operations.

    VII. Regulate the market for air transport and general aviation. Oversee and inspect the standards and quality of civil aviation transport service; uphold the rights and interests of air travel consumers; conduct licensing management of air transport and general aviation activities.

    X. Conduct international cooperation and exchange in the field of civil aviation; safeguard China’s interests and rights in aviation; conduct exchange and cooperation with counterparts in Hong Kong, Macau and Taiwan regions.

    II. Assume the supervisory responsibilities of civil aviation flight and ground safety. Conduct certification, supervision and inspection of civil aircraft operators, airman training organizations, civil aeronautical products, and maintenance service providers; supervise the air transport of dangerous goods; conduct nationality registration, and operational certification of civil aircraft; oversee and manage airport flight procedures and minimum operation standards; oversee and manage the personnel qualification of civil aviation staff as well as aviation hygiene and sanitation.

    V. Develop standards for civil aircraft accidents and incidents, and investigate and deal with civil aircraft accidents as required. Organize and coordinate emergency response to civil aviation events; organize and coordinate major air transport operations and general aviation tasks; facilitate national defense mobilization.

    VIII. Develop civil aviation pricing and charging policies, and oversee their implementation; make recommendations for civil aviation fiscal and taxation policies. Assume the responsibility for the investment and management of civil aviation construction projects, and review (approve) applications for the purchase and lease of civil aircraft as provided for in the mandate. Monitor financial performance and operations of civil aviation, and organize civil aviation-related statistical activities.

    XI. Manage CAAC Regional Administrations, and aviation security agencies and air marshal corps under the direct jurisdiction of CAAC.

    III. Conduct air traffic management for civil aviation. Carry out civil airspace planning; establish and manage civil air routes; oversee and manage communication, navigation and surveillance, aeronautical information, and aviation meteorological service.

    VI. Oversee and manage the construction and safe operation of civil airports. Give approval to the site selection, overall planning, and engineering design for civil airports, and manage the airport licensing; manage environmental protection, land use, and obstacle clearance protection for civil airports; oversee and manage civil aviation engineering and construction quality.

    IX. Direct the development and application of major civil aviation scientific and technological projects; advance IT development. Provide guidance on civil aviation human resources development, R&D, education and training, and energy-saving and emission-reduction.

    XII. Perform other tasks assigned by the State Council and the Ministry of Transport.
