Draft guidelines and policies for the development of international civil aviation ties.

Harmonize China’s multilateral relations and cooperation with international organizations in the field of civil aviation; oversee the engagement in the multilateral meetings and events of the International Civil Aviation Organization; coordinate and facilitate the implementation of resolutions, standards, and recommended practices of relevant international organizations.

Organize inter-governmental negotiations on aviation; responsible for signing the agreement on air transport and other related affairs, and oversee the implementation.

Direct and manage the work of China’s Permanent Mission to ICAO.

Manage the foreign-related work of CAAC departments and directly affiliated entities. Coordinate major foreign activities of CAAC; organize meetings with foreign guests and foreign visits of CAAC executives. Manage CAAC’s cooperation and exchange projects with foreign civil aviation authorities and relevant organizations.

Examine and approve official foreign (overseas) trips, and prepare and issue visas and passports for the personnel of CAAC department and directly affiliated entities.

Examine and approve the establishment of permanent entities by foreign air transport enterprises, and examine and approve the visa application of temporary and permanent foreign personnel.

Manage cooperation and exchange in civil aviation concerning Hong Kong, Macao and Taiwan, and study, coordinate and handle major civil aviation-related issues concerning Hong Kong, Macao and Taiwan.

Undertake other tasks assigned by CAAC executives.
