In order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, to fully implement the philosophy of the National Conference on Ecological and Environmental Protection, to coordinate the control of airport noise pollution, and boost the green transformation of civil aviation, the Civil Aviation Administration of China, the Ministry of Ecology and Environment, the Ministry of Natural Resources, and the State Administration for Market Regulation have jointly issued the Action Plan of on the Noise Pollution Control of Civil Aircraft in Areas Around Civil Transport Airports (2024-2027) (hereinafter referred to as the Action Plan) in accordance with the Law of the People’s Republic of China on Prevention and Control of Environmental Noise Pollution, the 14th Five-Year Plan of Civil Aviation Development, and the Action Plan on Noise Pollution Control for the 14th Five-Year Plan Period and other relevant documents. 

The Action Plan is the first comprehensive document on airport noise pollution control in China. It clarifies the guiding philosophy and main goals of promoting airport noise pollution control from 2024 to 2027, and sets out 13 key tasks from four aspects.
