CAAC Holds Meeting to Summarize Operations Support During Thunderstorm Season and Outline Winter Operations Support17/11/2025
On October 28, a meeting to summarize civil aviation operations support during the thunderstorm season and outline support for the winter season was held in Beijing. The Operations Monitoring Center of CAAC provided a detailed interpretation of the Overall Plan for Civil Aviation Operations Support in Winter 2025. More than 10 units, including the CAAC Air Traffic Management Bureau, the CAAC North China Regional Administration, China Southern Airlines, and Beijing Capital International Airport, shared their insights on seasonal operations support. Ma Bing, Deputy Administrator of CAAC, attended and addressed the meeting.
The meeting highlighted that since the 2025 thunderstorm season, the entire industry has deeply studied and understood the important instructions and remarks made by General Secretary Xi Jinping, resolutely implemented the guiding principles of the 20th National Congress of the Communist Party of China and the second, third, and fourth plenary sessions its 20th Central Committee, and earnestly carried out the arrangements of the CAAC Party Group. Adhering strictly to the principle of safety first, the industry has continuously strengthened production organization and collaborative coordination. Despite the challenges posed by frequent extreme weather, increased activities by other airspace users, and record-high flight volumes, the industry has effectively ensured the safe, stable, and efficient civil aviation operations, achieving both quantitative and qualitative improvements. Moving forward, it is essential to enhance analysis and research, continuously enrich the evaluation indicator system for operational quality, and improve the alignment between data metrics and passenger experience. This will guide operational units to remain committed to their original aspirations of serving flight operations and passenger travel, striving to meet the public's expectations for a better air travel experience.
Regarding winter operations support, the meeting outlined the following requirements:
First, it is necessary to strengthen the overall coordination of operational organization by adopting a "nationwide coordination" approach to understand, organize, and coordinate civil aviation operations support at all levels. The three-tier collaborative operational mechanism should be fully leveraged, with a focus on the overall operational pace and priorities. A problem-oriented approach should be reinforced to enhance the effectiveness of operational coordination. Second, a dynamic balance between operational capacity and demand should be maintained, with strict prevention of operations beyond capacity. There is a need to continuously optimize demand-oriented meteorological forecasting and early warnings, improve the accuracy of comprehensive support capability assessments, and effectively consolidate the dynamic closed loop of "monitoring-analysis-decision-execution". Third, early and proactive measures should be taken to reduce or avoid disruptions to overall operations caused by local inefficiencies. The "Five Early Actions" principle should be genuinely integrated into the decision-making chain to substantially improve production organization standards and properly handle large-scale flight delays. Fourth, continuous efforts are required to enhance the overall operational quality. This includes further advancing the integration of operational services, optimizing evaluation and assessment mechanisms, and improving the travel experience for passengers.
