2020年3月6日ICAO理事会第219届会议第3次会议关于新冠肺炎疫情的决定

  国际民航组织有关航空业为应对国际关注的突发公共卫生事件所采取的针对2019冠状病毒病(COVID-19)的响应措施方面的最新协调活动和改进建议(题目编号10)

  1.继理事会根据秘书长的口头报告和中国提交的工作文件(C-WP/15021号文件),在本届会议第一次会议上初步审议了这两个项目之后,现又恢复了对这两个项目的审议。此外还注意到在第三次会议之前传发的决定草案和声明草案。

  2. 理事会审议之后:

  a) 关切地认识到2019冠状病毒病疫情在世界范围的广泛传播及其感染人数,承认中国和其他受影响国家回击疫情的方式,表示同情和声援受影响民众,并欢迎旨在遏制疫情的响应措施;

  b) 要求秘书处分析2019冠状病毒病疫情对全球航空业的经济影响,并与其他国际组织和协会密切协调开展这一工作,以便将分析结果提交理事会审议;

  c) 强调了全球多边努力的重要性,其中国际民航组织应继续与世界卫生组织(WHO)、国际航空运输协会(IATA)和国际机场理事会(ACI)密切合作,以协调努力应对2019冠状病毒病疫情,根据现有的防护安排、规定和程序制定通用指导材料,并就保护航空旅行者和航空人员健康并降低传播风险的措施向航空当局、航空公司、其他航空器运营人和机场提供有效的指导;

  d) 请秘书处审查国际民航组织的现有机制和审计方案,以便评估如何以最佳方式核实成员国对有关国家航空计划的适用标准和建议措施的遵守情况,以及它们为防备造成国际关注的突发公共卫生事件(PHEIC)的传染病爆发的准备状态;

  e) 要求秘书长成立专门的特设工作队,其职权范围由航空运输委员会(ATC)商定,目的是使该工作队审查现有的“与健康有关”的规定,包括附件9的相应标准和建议措施(SARPs)和指导材料,并制定具体建议,协助成员国应对未来与健康有关的任何疫情;

  f) 同意考虑在适当时候举行一次高级别特别会议,讨论和分享应对此类疫情爆发的最佳做法响应措施,并借鉴成员国和国际组织的经验;和

  g) 进一步同意在本届会议第四次会议上通过一项声明草案并公开散发,以反映出理事会对这一项目给予的高度优先地位。

  3. 关于声明草案(上文g) 分段),理事会同意理事会主席的一项提议,即设立一个小型工作组以最后确定案文草案,该工作组由澳大利亚、中国、埃及、墨西哥、荷兰、西班牙和美国代表组成。

  

Update on ICAO coordination activities related to COVID-19

Response measures taken by the aviation industry to deal with a public health emergency of international concern and recommendations for improvement (Subject No. 10)

4.The Council resumed consideration of these two items pursuant to its initial consideration, which occurred during the First Meeting of the current session based on an oral report from the Secretary General and a working paper presented by China (C-WP/15021). In addition, note was also taken of the draft text for both a decision as well as Declaration that had been circulated in advance of the Third Meeting.

5.Following consideration, the Council:

  h) acknowledged with concern the wide-ranging spread of the COVID-19 outbreak around the world and the numbers of people infected, recognized China and other countries affected for the way that they have responded to the epidemic, expressed sympathy and solidarity with those affected, and welcomed the response measures aimed at containing the outbreak;

  i) requested the Secretariat to undertake an analysis of the economic impact of the COVID-19 outbreak on the global aviation industry, and to do so in close coordination with other international organizations and associations, with a view to the outcome of this analysis being shared with the Council for consideration;

  j) emphasized the importance of global multilateral efforts, within which ICAO should continue to work closely with the World Health Organization (WHO), the International Air Transport Association (IATA), and the Airports Council International (ACI), in order to coordinate efforts to respond to the COVID-19 outbreak, develop universal guidance materials based on existing protection arrangements, provisions and procedures, and to provide effective guidance to aviation authorities, airlines, other aircraft operators, and airports on measures to protect the health of the air travellers and aviation personnel and reduce the risk of transmission;

  k)requested the Secretariat to review ICAO’s existing mechanisms and audit programmes in order to assess how best to verify compliance by Member States with applicable SARPs relating to the national aviation plans and their readiness in preparation for an outbreak of a communicable disease posing a public health emergency of international concern (PHEIC);

  l)requested the Secretary General to establish a dedicated ad hoc taskforce with terms of reference to be agreed upon by the Air Transport Committee (ATC), with the aim being for this taskforce to review the existing “health-related” provisions, including corresponding Standards and Recommended Practices (SARPs) of Annex 9 and guidance material, and develop specific recommendations that would assist Member States to address any future health-related outbreaks;

  m) agreed to give consideration, at the appropriate time, to holding a high-level special conference to discuss and share best-practice response measures to deal with such outbreaks and build on the experiences of member States and international organizations; and

  n)further agreed to adopt a draft Declaration at the Fourth Meeting of the current session, with the aim of it being disseminated publicly as a way of reflecting the high priority status afforded to this item by the Council.

6. In relation to the draft Declaration (sub-paragraph g) above), the Council agreed to a proposal from the President of the Council that a small working group be established to finalize the draft text, with the group to be composed of the Representatives of Australia, China, Egypt, Mexico, Netherlands, Spain, and the United States.
